In order to know who stole what or who stole the most, you have
to compare the funds that came in versus the funds that
were expensed and what was left in the coffers when the
next president took office. A lot of people are making
vague statements like Tubman received billion of dollars
and he had nothing to show for it. It is like saying you
made $100,000 while you were employed and now that you
have retired you have nothing to show for it. Of course
if you were making just enough to pay the bills, then
chances are I will have nothing to show other than being
able to sustain yourself on a daily basis. When Tubman
was president, people received the pay regularly. Social
services were in place. Development funds were provided
to each county. Etcetera. If those counties didn’t
maximize on the funds to develop their respective
counties, Tubman was not responsible. I agree that
Tolbert came in with new ideas and that having Tubman in
office for 27 years was ridiculous. But Tolbert wasn’t
planning on transitioning power to someone new either.
In summary, we have to take an inventory of each
leader’s administration to answer your question. One
thing I know is if your civil servants are working and
they can’t receive paychecks then your administration is
stealing or mismanaging the country’s money. That didn’t
happen during the Tubman era. While development was slow
due in the olden days or era, I feel the Tubman’s
administration was efficient. China wasn’t as developed
as it is in the 60’s. Don’t compare Abidjan with
Monrovia either, because the French built that city.
Finally, Taylor did not have a government. He had an
empire. |

Eventhou, the Sirleaf government is current, but in my opinion it

This question is like comparing apples and oranges. On one hand,
the tenures of these leaders were vastly different and
the political dispensation were also different.
Personally, Samuel K. Doe stole heavily from government
as President of Liberia. Charles Taylor on the other
hand, not just stole money but he also pillaged the
resources of the country (ie. diamonds, gold, timber
etc.) Samuel Doe had damaged Liberia''s creditworthiness
and brought the entire economy into ruins before the
pillaging of Taylor took place. Under Doe, Liberia
received the most in total international development
assistance than any other government in Liberia''s
history. This makes him the most corrupt of Presidents.
With regards to the person who mentioned that Dr.
Antionette Sayeh, Liberia''s current finance minister as
being corrupt, must be engaging in misinformation. Dr.
Sayeh worked for the World Bank for over a decade as
Country Director for several countries including once in
Pakistan. She earned a salary range any where between
$150,000 to $250,000 a year. Don''t tell me that she
wouldn''t have the personal resources to build a home in
Liberia. The issue with Anointette is that she is a
policy expert in development management which is better
suited for Economic Planning and Policy than Finance
which requires more professional financial manager with
strong macro-economic background and an anti-corruption
instint. Besides, the problem of corruption for the
first time in Liberia is more prevalent at the mid-level
of government insitutions than at the very top.
Initially, Ellen spent a great deal of effort appointing
credible officials at that helm and not as much
attention and focus at the mid-level (ie. Deputy,
Assistant Ministers and Financial Comptroller posts). I

There''s no doubt in my mind that during the Tubman era, most of
the stealing of state funds was carried out. As an
example, shortly after his demise, hundreds of Tubman''s
supporter were found to have stolen money. The basic
assumption is this: if so many of Tubman''s supporters
stole money, than he himself was at the forefront of the
game. I leave you with the ancient Greek adage: "a fish
begins to rot from the head down". |

1)Charter member in the genesis of the United Nations.
2) 1 of 3, Chief architect of the Organization of
African Unity.(OAU) 3) First African president to sleep
in Buckingham Palace. 4) After Nixon tried for the
presidency of the united States and failed he went to
Liberia to gain some wisdom from Tubman on the farm.
Well the rest is history.
I can go on and on and on! Tubman was a brilliant
statesman. |

on your list; especially between Tumban and Taylor, but
I would say Taylor because at least Tubman shared some
of his stolen money with the people in exchange for
favor and loyalty and Taylor heartlessly starved

Per capital, Tubman stole ffrom Liberia than any other leader.
Charles Bryant served the shortest term but got more in
two years than any former president ($800 million) in
two years, doe $500 million in ten yrs), Tubman, while I
do not have the number, I believe did more damage
financially and otherwise than any former leader. I
strongly believe Tolbert was the least corrupt of those
listed above. Taylor is in a league by himself for
corruption and in every sense of the world and the
destruction caused that we now face. While Sirleaf is
not a former president yet, we should not leave her out
but her time will come. |

Apparently, no can lead without stealing. While I agree
that those mentioned above have done their share, this
is the first time in our country''s 160 Year history
that people are finally being held accountable. Oh and
by the way, Dr. Sayeh does have the personal finances to
build as large a house as she wants. She made several
hundred thousand dollars with the World Bank prior to
entering government. Check out her asset declaration. Of
course as Liberians, nobody can do anything without
stealing right? HTis ignorance must stop. |
